The Wit and Wisdom of TOPPS

I've spent the past 200 Straight Hours trying to figure out this joke from the back of Mario Mendoza's rookie card (cost $3 with shipping). Perhaps it's a riddle? Or an anagram! All I know is that it has driven me to the brink of insanity. Does anybody see something I'm missing?

It is probably a subtle reference to Lyle's habit of sitting naked on birthday cakes. I remembered something about it from when I was a kid. See http://www.deweyshouse.com/archives/2007/01/.

If you take it as a Vignere cipher with SPARKYLYLE as the key, "CHIHUAHUA MEXICO" deciphers to "MARIOBATS POORLY".

Man, those Topps guys are hilarious.

Tim - thanks for posting that... man, what a creepy habit. But the joke makes even less sense with that tidbit. Makes one long for the wit of Bazooka Joe (even the Hebrew one we used to get in Sunday school).
