Does Frank know that there's going to be a stadium in Industry, and that it's actually a lot more further along than his plans? As in, they can break ground and start building as soon as a team commits?

I'll believe it when I see it (and I'd love to see it, don't get me wrong), but I don't like the Catch-22 in the Industry team's plans.
As far as I've heard, they won't start construction until a team commits to move, and no team wants to commit before having the stadium in hand.
I don't think it's that complex. The issue is finding the team that's willing to give Roski and Majestic majority ownership. That's the real caveat to the whole thing.
